For this stage you 1st need to be able to transform into a Golden Oozaruu. Goku is the only one who achieves Super Saiyan 4 on a natural way. Vegeta also achieves this goal but with a little help of a hyper modern device made by Bulma. The ones who achieved this goal are: Goku, Vegeta
